what's the point in "declassify"?

from what I understand, if I have email mis-classified as, say, junk, i first have to declassify it as junk, then classify it as good (which probably is done by simply moving it to inbox [can i move it to any folder or just inbox?]).

but why do i need to declassify it? why can't it be done when classifying? i mean, i can't have both good and junk mail, or neither good nor junk, right? so if i classify it as junk, then declassifying as good should be automatic, and vice versa?

this is messy :/

I don't know why, but sometimes I receive spam messages that are not classified as junk, then I mannually classify it as junk, test it, and still not classified as junk, again, and the same results, so, then I use the option declassify as good, and it works...

And I agree the two options are really confusing, like having a PC with four buttons:

Power off
Power on
Power not off
Power not on

Which one do I press??
