I would say no. What you are asking for is a calendar hosted on a server accessed by multiple users. Barca is client software - it can exchange and invite appointments via the vcal standard - but not share a single calendar.

There were rumours of a server version of Barca at one time. This may be what you are looking for, but PocoSystems would need to comment further on that. At the moment I don't know how far this is progressing.

A direct request to PSI might get a definitive answer, or if one of them is lurking here they also might be able to give you an answer.

Yes, it is developed; it is not a rumor. All that remains is the integration of the calendar sharing piece to create the networked version of Barca. We postponed the integration of calendar sharing piece because user demands forced us to move a lot of resource to creating Barca 1.1. Please don't let the 1.1. fool you, it could easily have been 2.0. Hence the delay. Sometimes we listen too much

On a different note, Barca 1.1 beta should hopefully start today.
