Please check the email headers, probably the email message has wrong header:
Content-Type: text/plain
whereas it should have been
Content-Type: text/html

The cause of the wrong header is either at the side of the sending party and their email software, or it might be due to an antivirus - in particular AVG - which when set to scan incoming email will cause the header to be text/plain for some reason.
