One thing I hate about Outlook Express are the .dbx files that are proprietary and useless outside of OE.

How does Poco/Barca store mail? Are the files proprietary (ala OE) or are they plain text and easily backed up and used without the program (if the need arose)......

They are standard linux-format mailboxes. All the content is stored as free-text which you can look at with an editor. Anything that can cope with this format can cope with PM boxes. The whole storage folder structure of PocoMai is very open and easily accessible from outside the program.
