Well it does work, at least for me.
I use folders to organize my messages so almost all of the messages I get are acted on before they get to the Junk Mail filters, but not all of them. I find Junk Mail filters to be fairly decent. If a match is made with an address in the Allowed Senders file a -100 is added to the messages Junk Score. That should be plenty enough to keep a messages from being placed in the Junk Mail folder. There could be some overriding score that is causing the message to be classified as Junk.
A good way to check this is select the message in question and then select Tools, Junk Mail Filters and use the Apply and Test button. It will tell you how that messages is scored. It takes a positive score to classify a messages as Junk. That is how I know that Allowed Senders adds -100 to the message Junk Score. Conversely an address in the Banned Senders list add +100 to the Junk Score. If a sender is in the your Address Book it's worth -20 toward the Junk Score.
I found I get the best results by not using Strict Bayesian and setting the "After classifying a message give the following score:"; Junk Value to less than 100 (I have mine set a 37, the default is 20) and Good Value to 0 (the default). What that does; if a message is evaluated as Junk by the Bayesian filters it is given a score of +37; if a messages is evaluated as Good by the Bayesian filters it is given a score of 0. This is added to the message overall Junk Score.
Here are two examples of the Apply and Test button Dialog:

This one is a messages that was classified as Junk with a total score of +42. The Bayesian evaluated this messages as Junk, so it scored it +37 (What I have it set to.). The +3 is because there is no X-Mailer header in the message. The +2 is because the address is not in my address book.

This is the same message with the address added to the Allowed Senders file, note the -100 in the score, this messages would not be classified as Junk.
